City of Cocoa Beach - Leisure Services Manager

Under the supervision of the Deputy Community Services Director performs professional, public relations and managerial work in the area of public assembly management. The Leisure Services Manager develops and implements marketing and promotion programs for the civic center, Porcher House, parks, and other city facilities and manages booking, event coordination, promotion and advertising functions. Employee is responsible for revenue generation to include setting fees for facility rental, negotiating contracts for booking events, financial development, implementation of operating and capital budgets, and coordination of business and financial aspects of the work performed.


Supervises daily operations of city owned public facilities, prepares annual schedule of facility programming and special events, monitors sales activities, and prepares sales reports, transaction journals, and deposit forms.

Establishes and maintains event files, resolves patron and/or promoter complaints, and responds to inquiries.

Develops and administers annual operating budget.

Organizes, coordinates, and monitors logistical requirements for events held at facilities, resolves event-related problems,and completes event evaluations.

Plans and develops a comprehensive marketing promotion and advertising plan for all City facilities to establish a broad public awareness, to analyze and improve leisure services and facilities, to analyze competitors, and maximize events held at City facilities.

Develops and implements the marketing plan, schedules and books conventions, concerts, games, and related events, promotes and advertises events, and coordinates events to ensure clients and patrons needs are assessed and met.

Reviews and recommends execution of facility use contracts and ensures documents are correct and comply with departmental and City policies.

Coordinates with the City’s Public Relations Specialist an effective public relations program to include coverage of newsworthy items about the facilities and promotion of scheduled events through the development of fliers, brochures, placement of advertisement with local newspapers, radio and/or television stations, initiates marketing strategies, and coordinates sales efforts with box office personnel.

Oversees coordination of client operational and technical needs, performs as Event Supervisor and reviews event evaluations to assure proper service levels are provided.

Plans, organizes, and coordinates logistical requirements for a variety of events, prepares work orders with detailed outlines and sketches, participates in pre-event planning for events.

Monitors events and promotes usage of facilities by greeting clients, and answering their questions regarding set-up arrangements, works with guests and coordinates with operational personnel to make needed set ups, changes/adjustments in facility as requested by clients (i.e. visual equipment, etc.), and resolves event-related problems.

Conducts tours of facility informing prospective clients about the public services and facilities.

Completes evaluations for each event by soliciting patron and client comments regarding the facility and services provided and documents and evaluates activities performed, problems encountered, actions taken, and related information.

Recommends changes in operational procedures based on findings and may oversee and provide technical direction to staff and maintenance personnel.

Essential Employees may be required to work during a declared or undeclared emergency.

Performs other related job duties as assigned.


Knowledge of local, state, and federal regulations relating to the management of public assembly facilities.

Knowledge of advertising techniques and principles needed to work with advertising and printing firm representatives to effect design and preparation of advertising copy, sales and promotional literature.

Knowledge of the principles, theories, philosophy and techniques of marketing, promoting, and advertising auditorium, stadium, arena, raceway, and exposition facilities and related events.

Knowledge of contracts and other agreements related to the rental and use of public assembly facilities.

Knowledge of practices and procedures involved with the set-up, change-over, tear-down, sound and lighting requirements for various events.

Skill in the use of a variety of computer programs, including Microsoft Office, and various other office equipment.

Ability to establish and maintain effective relationships with promoters, news media representatives, clients and the general public.

Ability to apply sound marketing and advertising principles and techniques.

Ability to express ideas clearly and concisely both written and verbal.

Ability to plan, coordinate, and manage a wide variety of activities relating to the scheduling, marketing, promotion, and coordination of events for City facilities.

Ability to establish and maintain close relationships with patrons, clients, and sponsors, and local groups to ensure a continual flow of high quality events.

Ability to communicate effectively, both orally and written.

Ability to foster a positive image of the City and to perform assigned tasks with tact, discretion, and courtesy.


Bachelor’s degree in marketing, public administration or a related field with six (6) years of progressively responsible experience managing business operations for a major public assembly facility, including two (2) years of supervisory experience; or an equivalent combination of education, training and experience.

Special Qualifications:

Must possess and maintain a valid current Florida driver's license, or be able to acquire one within 45 days of hire.


The work is generally medium and may require exerting up to 20 pounds of force occasionally, and up to 10 pounds of force frequently to move objects. Additionally, the following physical abilities are required:

Climbing: Ability to ascend / descend stairs, ramps, and / or ladders.

Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.

Hearing: Ability to hear and understand at normal speaking levels with or without correction.

Mental Acuity: Ability to make rational decisions.

Pulling: Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.

Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.

Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.

Speaking / Talking: Ability to communicate clearly, accurately and concisely through speech.

Standing: Ability to stand for sustained periods of time.

Visual Acuity: Ability to perform activities such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading, operating motor vehicles, make general observations of buildings and facilities.
